If you are considering a sparkled lip look, the occasion has to be right for the lipstick. Sparkly lipstick is a festive and playful form of makeup. For example, you should avoid wearing sparkly lipstick for a job interview. It might reflect the impression that you are not serious about the job, or that you think it's a joke. Choosing a Shade

Lighter lips obviously should choose lighter lipstick, and darker lips should choose darker lipstick. You can test this by applying lipstick to only one of your lips. However, if you want to wear red sparkle lipstick, this requires a different set of rules. You need to match the red lipstick to your skin color as opposed to your lip color. If you are more pink skinned, you should choose a cherry red. If you have an olive skin tone, you can wear a brighter red. If you have darker skin, try a deep red. Always use your skin tone to purchase the proper sparkly red lipstick. Applying Sparkled Lipstick

Once you've chosen the perfect shade, you need to apply it correctly to achieve the look you desire.

First, you need to buff your lips with a warm and wet cloth. This will remove any dead skin from your lips that might clump the lipstick.
Next, to ensure that your sparkle lipstick lasts the whole night, place a thin tissue over your lips. Brush your lips with a small amount of loose face powder, through the tissue. Only apply one layer. The lipstick will cling to the powder and stay vibrant for the whole night-and the tissue protects your lips from becoming too powdery.
If you want to put on lip liner, trace it around your lips gently. This is an optional step but if you do want to apply lip liner, you should form your lips into a circular "O" shape before you apply. Begin at the bow of your mouth, and trace outwards. If you do wear lip liner, make sure that it blends with your sparkly lipstick. This will prevent the look of "drawn on" lips. The closer the shades of lip liner and lipstick, the more natural it will appear.
Take a makeup lip brush, and apply some of the sparkled lipstick onto the brush. Begin in the middle of your mouth, and work outwards. You will repeat this on both lips. Since sparkle lipstick is eye catching and vibrant, you should not over apply it. More than one or two layers will make you look clownish. This is not the look you are aiming for!
Finally, you want to blot your lips together. This will distribute the color evenly.
Completing the Look

Usually, with a dramatic lipstick, you'll want to opt for simple makeup on the rest of your face. Don't overdo the rest of your makeup, and just let your sparkly lips catch all the eyes in the room.
